Given the complex, fragmented, and even discombobulated nature of the American budget process, applying some of Deming’s insights regarding systems thinking (and the importance of adopting awareness of a system) specify two or three ways in which policymakers and/or administrators could improve coordination in the way we design and adopt fiscal budgets.
